Objectives

EN.E.A. (original title: Entscheidungsprozesse zu Erhalt oder Abbruch von Bestandsgebäuden) seeks to develop a practical guideline enabling stakeholders to make transparent, evidence-based decisions on building preservation or demolition.

Phase one examines existing decision-making practices and identifies decisive pull and push factors. These lay the groundwork for practical insights and a schematic process overview, forming the basis for an initial guideline draft.

Methodology

The methodology relies on in-depth interviews with experts from planning, public administration, and building practice. These are transcribed and analyzed qualitatively to pinpoint key push and pull factors influencing preservation or demolition decisions. Insights shape a guideline prototype, refined through a public expert workshop.
